Thistle Wind Partners: PQQ – Front End Engineering Design (FEED) Services
Thistle Wind Partners is seeking market interest, capacity and capability to provide a range of Front-End Engineering Design (FEED) consultancy services for the Bowdun Offshore Wind Farm project. This pre-qualification questionnaire (PQQ) will be used to shortlist suitable suppliers for two related, but separately assessed, tenders. The estimated tender delivery is September 1, 2026. Please note TWP will require bidders to sign an NDA before PQQ documents are issued.

TenneT Netherlands – Offshore Maintenance Market Consultation
TenneT Netherlands, the Dutch electricity Transmission System Operator, is preparing the next step in maintaining its offshore grid with a new procurement team and contract structure. TenneT is seeking insights, ideas and perspectives from the supply chain on how offshore maintenance can evolve — smarter, more efficient and ready for the scale ahead.

Wind Innovation Hub – Accelerating Innovations Programme
Launched at Global Offshore Wind 2026, the Wind Innovation Hub — formed by ORE Catapult, NCC and NMIS, and funded by Innovate UK — is a new mission-led partnership aiming to become the UK offshore wind sector’s innovation and industrialisation engine. Its first initiative is the £2 million Accelerating Innovations programme, offering tailored in-kind support — technical assistance, manufacturing and materials insight, testing and validation, commercial readiness support and stronger routes to investment — to high-growth UK companies developing mission-aligned technologies. The Hub is now accepting expressions of interest ahead of a formal call for applications.

Where We Have Been
Global Offshore Wind
We recently attended Global Offshore Wind and met with several existing and new contacts across the supply chain. Alongside the other UK offshore wind clusters, we also took part in a dedicated Clusters workshop, exploring priorities for a national approach to clusters, the barriers to achieving these, and the support required from OWIC.
We joined the workshop “Redefining BAU: smart in-situ major component installation and exchange”, which brought together developers, the public sector and the supply chain to explore the practical system and logistics constraints shaping offshore in-situ major component exchange, as turbines scale and offshore operations become more complex.
On day two, Highlands and Islands Enterprise signed a Memorandum of Understanding with the Offshore Wind Growth Partnership (OWGP), aimed at giving businesses across the Highlands and Islands better access to the support, expertise and opportunities they need to grow and compete in global offshore wind markets.
Throughout the two days, we also had the chance to talk to our members and other key stakeholders, including cluster member Pict Offshore, whose Get Up Safe System was showcased on the conference floor throughout the event.
Strategic Industry Cluster Group Meeting
This month, Scotland’s strategic sector clusters met for the quarterly Strategic Industry Cluster Group, joining colleagues from Technology Scotland, FinTech Scotland, Space Scotland, Life Sciences Scotland, Built Environment – Smarter Transformation, ScotlandIS and the Scottish Robotics and Autonomous Systems (RAS) Cluster to share progress and strengthen cross-cluster collaboration.
The Clean Energy Cluster presented its 2026/27 strategic priorities for maximising Scotland’s offshore wind supply chain opportunity, and welcomed the chance to engage directly with Ben Macpherson MSP, Minister for Innovation, Technology and Tertiary Education, on what offshore wind supply chain success looks like in practice — from skills development and local content to export capability. We look forward to continuing the conversation at the next meeting.
Energy Pathfinder Webinars
This month, the Clean Energy Cluster teamed up with Scottish Renewables and the North Sea Transition Authority (NSTA) to run two webinars on Energy Pathfinder — the free portal giving visibility of upcoming procurement across offshore wind and the wider energy sector. One session was for suppliers looking to find and pursue live opportunities; the other for developers and Tier 1s looking to publish them.
Between the two sessions, we heard how visibility really does cascade down the supply chain — one CCS project alone has seen 110 tenders posted by its Tier 1 contractors — and how live Pathfinder listings are already turning into real opportunities, with Thistle Wind Partners walking attendees through a live Bowdun Offshore Wind Farm tender from NDA to PQQ. With 131 projects now live on the platform and around 1,000 visitors a month, Energy Pathfinder is fast becoming the go-to place to keep an eye on what’s coming next in the sector.
